Project report : Lessons learned from terminology harmonisation

A common understanding of language and the meaning of concepts is needed for communications in general, and can be crucial to save lives in large rescue operations. Redningshåndboka (the National Rescue handbook) provides a common glossary for first responders’ communications across all sectors in training and practice. However, today each sector maintains their own glossaries, acronyms and jargon, causing potential misunderstandings in joint operations. In this report we outline lessons learned from national and international standardisation and additional practical project outcomes to contribute to terminology harmonisation from the INSITU project.

Abstract The concepts of Situational Awareness (SA) and Common Operational Picture (COP) are closely related and well-acknowledged to be crucial factors for effective emergency management. In multi-agency operations, such as extreme weather events, the involved first responders manage the event with different mandates, objectives, and tools which can make it challenging to build a COP. Digital Resilience to Normal Accidents in High-Reliability Organizations

Digital technologies play a dual role on organizational resilience. On one side, digital systems introduce new technological risks. On the other side, digital systems increase the performances in response to hazardous accidents. Normal Accident Theory (NAT) and High-Reliability Organization (HRO) provide useful ground to explain the dynamics of digital resilience. However, the two theories have been either used as alternatives or with one theory dominating the other.
